“Increasing Dilla University’s graduate employability rate from 71 percent to 90 percent in the coming four years”

Office Description and Purpose 

It is a plain fact that education is the sole and unshakable instrument of bringing any intended change. If any change is thought to be initiated and put in place; it has to starts and ends, and come and goes in line with the science of schooling. Otherwise, it ether would not bring any change or else, it brings a positive progress, but, unsustainable. Particularly, higher education institutions are the engine of any effort of development and social transformation. As they are the center of knowledge production and its dissemination, they determine the level of societal, political, cultural and technological progress. Understanding this verity, for the last ten years Ethiopian government has been intensively working on the expansion of Higher education institutions by allotting more than 40 percent of the total budget to the sector. Consequently, right now there are 36 Universities already in operation (carrying out teaching and learning activities), and 11 new Universities in construction, with the capacity to hold Over 500,000 students, and 29,000 teachers.

Notwithstanding with the success achieved in expanding the sector, different observations and scientific results have shown that the expansion on progress is in the expense of quality. This has happened due to the fact that these institutions have been challenged by different factors, like; Poor Teacher Competence and Pedagogy; In effective Student Learning; Lack of Effective University-Industry Linkage; Lack of Effective Leadership and Administration; Insufficient Infrastructure and Input; Mis-usage of Resource; Overlooking the Purpose of Existence; Lack of Prioritization and etc. These all problems resulted in the increment of poorly qualified graduates and caused employability rate to averagely 60 percent.

To fix this problem, the government has laid down a plan to increase the level of employability rate from 60 percent to 80 percent with in the coming two years. To this end the government has introduced a new way of improving the level of output called Deliver-logy. The term was coined by Michael Barber, Tony Blair's special advisor,   and defined as a systematic process for driving progress and delivering results in government and the public sector.

It was initiated and meant for shifting the concern and the focus from policy formulation to policy implementation. Previously, 90 percent focus has been given for policy formulation; while, the implementation part takes only 10 percent. Thus, a system called Deliver logy orders and warns decision makers and implementers to give 90 % of focus to the implementation part; and 10 percent of focus for the formulation part. Besides, the system encourages the principle of 3 P's -Prioritizing, Planning and Practicing. In Ethiopia, with the lead from the Prim-Minster office, Minister of Education took the commitment of implementing Deliver-logy, to improve the quality of education with the special focus on Higher Education institutions.

Consequently, the sector set a goal of producing qualified graduates, and increasing the employability rate from 60 percent to 80 percent at national, and the rate to be contextualized based on the Universities’ context. To this end the ministry indentified seven basic strategies, and cascaded the mission to all Universities to establish an office called Deliverology Unit at Directorate level, under the supervision of the Presidents and Academic vice presidents. Thus, with the same mission and structure, the office has been established in Dilla University, and delivering the following missions since August, 2017.

  • Improving Internships Practice
  •  English Language Enhancement
  • Strengthening Higher Diploma Program
  • Establishing Career Center
  •  Conducting Tracer Studies.

The office has two fulltime employees-Director and Vice Director, and works in collaboration with all the colleges to deliver the mission.
